Food Waste Baseline and Endline Assessment for Behaviour Change in Nyengseret, Bandung

Garda Pangan served as a consultant for the baseline and endline measurement of food waste as part of a behavioural change intervention trial aimed at reducing food waste and food scraps in RW 07, Nyengseret Urban Village, Astana Anyar District, Bandung City. The activity was part of the Urban Futures program implemented by WRI Indonesia in collaboration with Advislab. The baseline measurement was conducted in late April 2025 to establish the initial conditions, followed by the intervention from May to July 2025. An endline measurement was then conducted in late July 2025 to assess changes in household behaviour following the intervention.

During the baseline stage, Garda Pangan supported WRI Indonesia in determining the required sample size and developing the technical approach for field data collection. The process began with training delivered by Garda Pangan to the WRI Indonesia team and the Nyengseret Urban Village Youth Organisation. The training covered the scope of the measurement, classification of material types and status, identification of food waste management practices, completion of data collection sheets, and hands on practice using food waste samples. The team also conducted an orientation session for representatives of neighbourhood units and local government officials on the objectives, methodology, and technical procedures for data collection.

From 22 to 24 April 2025, Garda Pangan supported data collection from eight households in RW 07, Nyengseret Urban Village. In addition to providing field support, Garda Pangan trained the WRI Indonesia team to enter data using a template developed by the Garda Pangan team, analyse nutritional, economic, and environmental impacts, and draw conclusions from the processed data.

Garda Pangan subsequently provided additional training for the endline stage to the Nyengseret Urban Village Youth Organisation. The training focused on refreshing participants' understanding of the data collection methodology and strengthening their capacity to independently enter and process the data. Garda Pangan then provided support during endline data collection from 23 to 25 July 2025, followed by assistance with data entry by the Youth Organisation team at the Nyengseret Urban Village Office.

The weighing results were combined with a questionnaire assessment conducted by Advislab to measure changes in households' knowledge, willingness, and ability to reduce food waste. Combining questionnaire data with actual behavioural data from the weighing process provided a more comprehensive picture and strengthened the validity of the research findings. The results showed that the two month intervention successfully reduced food waste and food scraps by 32%.

Through this initiative, Garda Pangan not only supported the program evaluation process but also helped strengthen the capacity of local communities and stakeholders to independently measure and analyse food waste data in the future.
